- What to learn: The use of technology for regulatory compliance, supervision, monitoring and enforcement (RegTech and SupTech) has been growing very rapidly over the past decade. The digitisation of finance driven by the Covid-19 pandemic has accelerated the digitisation of regulation, supervision and compliance across the world and is one of the
faster growing areas not only of finance but also across other regulated industries such as health, travel and energy. The industry expert will deep dive into the foundations of RegTech and SupTech and the major trends that are shaping the industry today.

In 2021, The Hong Kong Monetary Authority (HKMA) has announced the “Fintech2025” roadmap that details an overall regulatory strategy for fintech adoption in the banking industry by 2025. Also, HKMA issued the fifth issue of the Regtech Adoption Practice Guide with focus on Cyber Risk Management in early 2022. This panel discussion will help bring together the views of top industry experts in the RegTech sector to help understand the current state of RegTech in Hong Kong, the challenges, opportunities and real-life use cases of regulatory technology in various sectors of financial services.

Kerry Holdings Professor in Law, HKU and RGC Senior Fellow in Digital Finance & Sustainable Development
Professor Douglas W. Arner is the Kerry Holdings Professor in Law, RGC Senior Fellow in Digital Finance and Sustainable Development and Associate Director of the HKU-Standard Chartered Foundation FinTech Academy at The University of Hong Kong. In addition, he is Associate Dean (Taught Postgraduate and Development) of the Faculty of Law at HKU and co-founder and former Director of HKU’s Asian Institute of International Financial Law, as well as Faculty Director and co-founder of the LLM in Compliance and Regulation, the LLM in Corporate and Financial Law, the Law, Innovation, Technology and Entrepreneurship (LITE), and the East Asian International Economic Law and Policy Programmes. He is also a Board Member of the Centre for Finance, Technology and Entrepreneurship (CFTE).

MR FELIX CHEUNG

Founding Chairman, Regtech Association of Hong Kong and CEO of RISKflo Asia Limited
Felix Cheung is the Founding Chairman of the RegTech Association of Hong Kong. Felix has been working with different stakeholders, including startups, financial institutions, consulting firms, government bodies and regulators, to support the RegTech adoption, development and ecosystem in Hong Kong and beyond. Felix is also the CEO of RISKflo Asia Limited, a RegTech company that focuses on converting regulations and policies into actionable business rules. As a RegTech innovator, Felix focuses on bringing creative and practical solutions to clients’ regulatory and digital transformation challenges.

MS JENNY CHOW

Founder of Regtitude and Honorary Legal Adviser at RegTech Association of Hong Kong
Jenny Chow is the founder of Regtitude. She is a serial entrepreneur focused on shaping the traditional financial business to be transformed into FinTech. Jenny has been in the financial sector for over 25 years and was a former senior executive of ICBC International, the holding of which ranks the largest in the world. She had held numerous C-suite executive roles in other investment banks namely, China Merchants Securities, SPDBI, China Renaissance, and other well-known securities companies.

MR WALLACE CHOW

Fraud and Compliance Director of FCC Analytics Limited and Education Co-chair at RegTech Association of Hong Kong
Wallace Chow is the Fraud and Compliance Director of FCC Analytics. He has rich experience in professional service delivery and software product development. He provides consulting services for banks, virtual banks, securities, and other financial sectors on anti-money laundering (AML) and fraud solutions.

He has been involved in numerous AML solution projects, including pre-sale, project implementation, system tuning, system enhancement, business processing re-engineering etc. He previously assisted the product management and R&D team for solution development and led a consulting organization in Greater China.

MR KEVIN NG

CEO, InnoBlock Technology Limited
Kevin is the CEO at InnoBlock Technology Limited, InnoBlock focuses Blockchain and AI as a service to
increase efficiency and transparency in various industries. Kevin is the Vice President of Financial Services Industries Global Sales at Huawei Technologies Limited. His responsibilities encompass developing Huawei’s global FSI sales and channel addressing the financial markets and retail banking sectors including branding, and channel development. Kevin has 25 years of experience in the fields of Blockchain, telecom network infrastructure and operations, and networking vendor in the Global Enterprise sector. He is a leading global sales team to focus on global retail banking, insurance, and securities clients, establishing global channels to support retail and insurance clients.

DR ALBERT LAM

Chief Technology Officer and the Chief Scientist at Fano Labs
Dr Albert Lam received his BEng degree (First Class Honors) in Information Engineering and his PhD degree in Electrical and Electronic Engineering (EEE), both from The University of Hong Kong (HKU), in 2005 and 2010, respectively. He was a postdoctoral scholar at the Department of Electrical Engineering and Computer Sciences of University of California, Berkeley. He is now the Chief Technology Officer and the Chief Scientist at Fano Labs, a deep-tech startup specializing in speech and language technologies enabled by AI. He also serves as an Adjunct Assistant Professor in both EEE and Geography at HKU, and a Croucher research fellow. He is a member in the Expert Committee of Shenzhen Artificial Intelligence Industry Association and a Senior Member of IEEE. His research interests include optimization, AI, intelligent transportation system, and smart city. He is an Associate Editor of IEEE Transactions on Evolutionary Computation and IEEE Transactions on Intelligent Transportation Systems.
